IUU FISHING: SENEGAL ISSUED WITH A ‘YELLOW CARD’ BY THE EUROPEAN COMMISSION

The Commission has issued Senegal with a yellow card because it identified deficiencies in the Senegalese monitoring, control and surveillance systems relating to Senegal-flagged vessels, as well as in the controls carried out on foreign fishing vessels at Dakar port. In addition, there have been detections of illegal exportations from Senegal to the EU. Issuing a yellow card does not introduce any new restrictions to trade with Senegal. It indicates only that the Commission will start a formal dialogue with Senegal to address the deficiencies.

 

CHANGES TO OFFICIAL MODEL CERTIFICATES FOR SEAFOOD PRODUCTS

These are ‘tidying up’ changes to two model health certificates, FISH-CRUST-HC and EU-FISH. The changes came into force on 22 May 2024.

FISH-CRUST-HC is the model animal health certificate accompanying imports into the EU of live fish, live crustaceans and products of animal origin from those animals and is therefore the certificate used most commonly for seafood imports. The change to this certificate is minimal, and involves only the removal of 2 ‘phantom’ footnote numbers circled in red below:

 

The other change involves model health certificate EU-FISH, used for the importation of fishery products for human consumption caught by vessels flying the flag of a member state and transferred in third countries with or without storage. This certificate was erroneously published without Part II: Certification. The amendment restores Part II to the certificate.
