On 2.10.2025, the European Commission published Commission notice to importers concerning imports of fish products from Senegal into the EU (C/2025/5257)
The European Commission informs European Union operators that there are reasonable doubts concerning the proper application of the preferential treatment and the applicability of the statement on origin presented in the European Union for fish products of HS chapter 03 and heading 1604 imported from Senegal into the EU under the EU General Scheme of Preferences (GSP).
Further to a European Commission monitoring visit carried out from 5-9 December 2022 in Senegal and a series of enquiries to obtain reassurances, the Senegalese authorities have not been able to satisfactorily demonstrate that fish products fulfil the EU GSP rules of origin when exported to the EU with a statement on origin.
Without information on the measures taken by the competent Senegalese authorities to ensure that exports of fish products comply with the rules of origin to benefit from GSP tariff preferences, the European Commission cannot be reassured of the Senegalese origin of imported products, especially fishery products.
European Union operators declaring and/or presenting documentary evidence of origin for the products mentioned above are therefore advised to take all necessary precautions, since the release of the goods in question for free circulation may be subject to MFN tariffs and give rise to a customs debt.
