Meeting with DG SANTE on added water

Published by SIPA

On 22nd September 2026, SIPA held a meeting with DG SANTE, facilitated by FRUCOM. The aim was to:

1. Present the SIPA study on short weights and the DSV study on water/protein ratios
2. Discuss SIPA’s conclusions and aspirations regarding water addition, overglazing and associated malpractice
3. Update on DG SANTE’s GoldFish coordinated action.

During the meeting, SIPA presented the results of the DSV study on water-to-protein ratios during shrimp processing and the results of the SIPA survey on net weights and glazing. The slide deck is available below.  Following a discussion on these topics, DG SANTE gave an account of the state of play with the GoldFish coordinated action. The Goldfish initiative aims to investigate, in frozen basa, cod and whiteleg shrimp, compliance with declared net weight, water-to-protein ratios and water declarations if present, and additives in the product: citrates, phosphates and carbonates.

A more detailed account of the meeting will be provided shortly.

Following the meeting the protocol used for the GoldFish coordinated action was shared with us. You can download it from the link below.
